Proposal №2017–64, Capital Facilities Plan — 2018 Amendments An Ordinance of the Pierce County Council Adopting the “Pierce County Capital Facilities Plan — 2018 Amendments”; Amending Chapter 19E.10 of the Pierce County Code, “Introduction”; Adopting Findings of Fact; and Setting an Effective Date.

The Growth Management Act requires adoption of comprehensive plans by local governments. One element is a Capital Facility Plan (CFP) which we update each year concurrent with the budget. No capital dollars can be spent on a project that isn’t in our CFP. Unlike operating budgets, which will typically look fairly similar year to year, CFPs can vary wildly based on need and resources.

Proposal №2017–67, Jail Incarceration Rates An Ordinance of the Pierce County Council Amending Chapter 9.47 of the Pierce County Code, “Jail Incarceration Rates,” to Establish Rates for Incarceration and Booking of Inmates into the Pierce County Jail; and Setting an Effective Date.

While the rates charged to other agencies is updated each year, this year the most significant change is that each city will get the same rate as the City of Tacoma.

Proposal №2017–78, School Impact Fees — Annual Adjustment An Ordinance of the Pierce County Council Amending Section 4A.30.030 of the Pierce County Code, “School Impact Fee Schedule,” to Adjust School Impact Fees for 2018 Based Upon Changes in the Consumer Price Index; and Setting an Effective Date.

This annual update increases by the cost of inflation. You may recall that I sponsored a study on the adequacy of school impact fees imposed by the County. That contract was approved by the Performance Audit Committee last week. The work should be completed by the end of the year.

While the County only has approval authority for fees collected in unincorporated areas, that obviously influences what happens in cities that share school district boundaries. My hope is that the City of Gig Harbor will also adopt any increase that the County Council approves.

Proposal №2017–51, County Excise Tax on Real Estate Sales and REET An Ordinance of the Pierce County Council Amending Chapter 4.24 of the Pierce County Code (PCC), “County Excise Tax on Real Estate Sales”; Eliminating the Current Allocation Formula for the First .25 of 1 Percent Real Estate Excise Tax by Repealing PCC 4.24.060, “Distribution and Disposition of Proceeds of Tax Imposed Under PCC 4.24.010”; Repealing the Sunset Date of the Second .25 of 1 Percent Real Estate Excise Tax; and Setting an Effective Date.

Currently Pierce County directs the distribution of a certain percentage of the County’s first .25% REET revenue to specific uses, mainly flood control and the two airports. This would remove those carveouts and allow the funds to be spent on other capital priorities. For example, with the General Services Building project rejected by voters, we need to deal with the huge backlog of deferred maintenance on County buildings.

The bill would also move back the sunset date on the second .25% REET. Currently it removes the date altogether but there will be an amendment to match it to the maturity of the bonds they’re paying for.

Proposal №2017–55, Interfund Loans An Ordinance of the Pierce County Council Adopting a New Chapter 2.130 of the Pierce County Code, “Interfund Loans,” Creating Policies and Procedures For the Approval and Use of Interfund Loans.

I was surprised when I arrived to find just how loose the Council was with intrafund loans. This bill would create policies that ensure compliance with guidance from the State Auditor’s Office, and benefit both the lending and borrowing funds.

There are two main objectives:

  1. Ensure terms of the intrafund loan are stated up front and don’t exceed five years.
  2. Set rate below the market, but above the State Investment Pool’s current rate of return.

Proposal №2017–71, Placing the Vaughn Library Hall on the Register of Historic Places An Ordinance of the Pierce County Council Placing the Vaughn Library Hall, Located at 17816 Hall Road KPN, Vaughn, Washington, on the Pierce County Register of Historic Places, and adopting Findings of Fact.

The designation provides public recognition and tools for preservation.

Proposal No. R2017–113, Opioid Crisis A Resolution of the Pierce County Council Declaring a State of Opioid Crisis in Pierce County.

Sponsored by: Councilmembers Pam Roach, Connie Ladenburg, Dan Roach, Derek Young, Rick Talbert, Jim McCune and Douglas G. Richardson

This resolution is the followup to a letter sent to Governor Inslee by the Council declaring a crisis in Pierce County. It has no legal effect but does call attention to the problem and make clear solving it is a Council priority.

Early next year the Opioid Task Force I’m co-chairing with Councilmember McCarthy from Tacoma will recommend and action plan.

Proposal №2017–61, Implementing the 2018 Budget — Amending Code An Ordinance of the Pierce County Council Implementing the 2018 Budget; Amending the Pierce County Code and the Powers, Duties or Responsibilities of Certain Pierce County Departments, Boards, or Commissions; Amending or Repealing Certain Ordinances; and Setting an Effective Date.

In order to implement the budget, it’s often necessary to adjust the powers and authorities of County government. While others may need to be added by amendment later, this year the major change is to public records processes under the new state statute.

The bill would establish new procedures consistent with state law, and method for collecting appropriate fees to cover the cost of public record requests.

This bill is currently an empty title. It’s used each year for provisos, basically directing the department to take a certain action with the funds provided.

Also an empty title. This one creates policy and requests information. These are usually report back provisions to the committee of record.

Proposal №2017–72, 2018 Ad Valorem Tax Levies An Ordinance of the Pierce County Council Setting the 2018 Ad Valorem Tax Levies for Pierce County for Levy in 2017 and Collection in 2018.

This bill is the annual property tax levy. We are limited under state law to a 1% increase from the prior year in addition to new construction.

This is the budget bill itself. While I like the general direction of the Executive’s proposal, as you can imagine, there will be a number of changes made to reflect the priorities of the Council.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
