Normally Rules Committee is just for scheduling Council business, but it also handles budget ordinances. Chair Richardson and I have been working on a number of bills over the last few months.

Proposal №2017–75, Law Library Funding An Ordinance of the Pierce County Council Related to the Funding of the Pierce County Law Library Lakewood and Gig Harbor Branch Locations; Recognizing the Need for Additional Financial Support; and Directing the Clerk of the Pierce County Superior Court to Reallocate the Portion of the Superior Court Civil Filing Fees Paid to the Credit of the Law Library as Provided by Revised Code of Washington 27.24.070, from the Current Twenty Dollars to Thirty Dollars; and Setting an Effective Date.

This bill would establish two Law Library satellites funded by court filing fees. One in Lakewood at the USO serving primarily veterans and another at the Gig Harbor Library.

The idea behind the latter is that we have a lot of pro se filings (people representing themselves) particularly owing to unique land use/real estate issues and a more senior demographic.

Both programs are designed to help people save legal costs as appropriate.

A follow-up to the letter we sent to the Governor a couple months back declaring an opioid crisis in Pierce County.

Jail Drug Treatment Program Presenter: Patti Jackson-Kidder, Bureau Chief, Corrections

Our jail has begun treating folks who are suffering from substance use disorders while they’re in jail. Particularly for opioids, this is a crucial intervention point where we may be able to start folks on a path to recovery.

Exactly as it sounds, this is the annual update. While they’re good stuff on the program for the peninsulas already (Stone Rd/Pt Fosdick interchange, 144th/62nd Ave interchange) I’m planning to make a couple new ones to address safety issues both on the Key Peninsula and rural Gig Harbor.

While most of the Surface Water Program is on the east side of the Narrows, we do have a couple important projects to restore and protect critical habitat on this side of the bridge.

Proposal №2017–56, Noxious Weed Assessment An Ordinance of the Pierce County Council Levying an Assessment in 2017, for Collection in 2018, Against Land in Pierce County for the Control of Noxious Weeds; and Acknowledging Receipt of the Pierce County Noxious Weed Control Board’s 2018 Annual Budget.

This small property tax assessment pays for the Noxious Weed Board’s removal program. Unfortunately it’s a somewhat futile effort for some species.

A number of great projects will be funded this year throughout the County. Locally we’ve got acquisitions that will finish multiple phases at Taylor Bay, and another at East Rocky Creek.

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
