Long-Range Planning 2019 Work Program Implementation
Presenter: Dan Cardwell, Planning and Public Works
Planning and Public Works staff will brief the committee on the community plan updates for the urban communities of Pierce County. The work on these updates has been going on for a couple of years now. The local land use advisory commissions (LUACs) have been hard at work and we’ve reached the point of developing a Draft Environmental Impact Statement (DEIS) on the four alternatives.
One thing to be clear about, the EIS process does not require the selection of an alternative as presented. They’re designed to provide a range of options for further analysis, but in the end, Council can select modified versions of any alternative.

Partners for Our Children

I’m really excited to hear from this organization. It’s a little hard to describe what they do, so I’ll just quote from their own website.
Partners for Our Children was founded in 2007 to focus new thinking, resources and expertise on the state’s child welfare system. We are a first-of-its-kind collaboration between the state Department of Children, Youth, and Families, the University of Washington School of Social Work and private sector funding. Over the years, we have expanded our focus to include all vulnerable children and families, but with a clear emphasis on and child well-being and those whose lives are touched by the child welfare system.
Partners for Our Children’s work is focused on:

- Data and Analytical Support
- Public Policy
- Workforce Practice Improvement
Affordable Housing Legislative Update
Presenter: Amanda DeShazo, Executive Director, Tacoma-Pierce County Affordable Housing Consortium
This legislative session was extremely busy, but given the housing crisis legislators rightly spent a lot of time and energy in that policy area with several huge wins. As co-chair of the Legislative Steering Committee for counties, we helped make necessary changes and win support for good bills.
This presentation will cover the appropriations and policy bills that made it through and are ready for implementation at the local level.
Some of the key wins you’ll hear more about:
- SHB 1377 — Development of affordable housing on religious property
- E2SHB 1923 — Supporting affordable housing via GMA planning
- HB 1743 — Prevailing wage and affordable housing
- SHB 1406 — Retention of local sales tax to be used for affordable housing
- EHB 1219 — Tax revenue use for affordable housing
- Housing Trust Fund Request — $175 million

This is expected the final vote on the ground lease agreement. I’ll have more explaining my vote later, but this article from the TNT sets things well.

A couple of years ago we got a request for my forward-looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. Now I’m adding a link to the calendar as well. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
