Proposal No. R2019–70, Neighborhood Traffic Safety Projects

Each year Council budgets a small amount to make transportation safety improvements that wouldn’t necessarily make the larger transportation improvement program, but are important for those neighborhoods.
Here’s what we have planned for District 7:
- Purchase of portable speed feedback signs
- Olson Dr NW/36th NW corridor — Traffic speed and volume study
- Traffic speed and volume study Rosedale St/66th St E — Evaluate intersection for visibility, signage, and other potential safety enhancements

The County Council returns to District 7, this time at my alma mater, Gig Harbor High School. We will have a few presentations, but this is an opportunity for the Council to hear from you.
Proposal No. R2019–69, Proclamation — Orca Awareness Month
The situation is dire for a number of iconic Puget Sound species, especially Southern Resident killer whales. While their mammal-eating cousins have plenty of prey to hunt, the residents are picky eaters and have evolved to favor dwindling Chinook runs.
Fortunately, there’s a renewed sense of urgency around Puget Sound recovery to meet the challenge. The Legislature passed a number of recommendations from the Orca Task Force to increase their food supply, protect habitat, reduce toxins and noise pollution.
During our recent trip to DC for Puget Sound Day on the Hill we got some welcome news from our congressional delegation. Congressman Derek Kilmer was able to increase funding in the House Appropriations bill from $28 million to $33 million for the Puget Sound Geographic Program.
Congressmen Heck and Kilmer also re-introduced the PUGET SOS bill into the House.
With this proclamation, we join cities and counties from around Puget Sound declaring orca awareness month and urge action to save the species from extinction.

All of our performance audits must be presented at an evening in-district meeting within 30 days. Since we didn’t have one upcoming, we decided to move up the District 7 meeting and have it at ours. While the report has already been presented to the Council in committee, this will also be an opportunity to share implementation plans.
Councilmember Richardson and I will be co-sponsoring a follow-up ordinance adopting the report recommendations. Next week we’ll begin discussions with potential candidates for a contract or short-duration employee in the Council’s office to guide these initial steps.

Speaking of Orca Month, Wednesday will be all about Puget Sound Recovery. I’ve got meetings with the Ecosystem Coordination Board, part of the Puget Sound Partnership and later with West Sound Partners for Ecosystem Recovery Meeting, our local integrating organization for the Kitsap Peninsula.
If that all sounds like a mouthful, basically our job is planning and executing projects for Puget Sound recovery. Everything from removing fish barriers, improving nearshore habitat, and improving water quality.

A couple of years ago we got a request for my forward-looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. Now I’m adding a link to the calendar as well. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
