This special Committee of the Whole was called to hear the proposed supplemental budget.
2016 Year End Financial Report — Gary Robinson, Director of Finance
We get this report annually, but it’s particularly helpful this year as it start the discussion on the supplemental budget. A significant portion of the proposed increased spending is from a larger than budgeted ending fund balance thanks to unexpectedly sales tax collections.

I agreed to sponsor the Executive’s proposal because it broadly aligns with my priorities on public safety and behavioral health. That said, I do have a number of questions, particularly around its fiscal sustainability. For example, the proposal largely relies on unexpectedly high sales tax receipts and ending fund balance.
I would expect there to be amendments at the next hearing.

Department Report — Marine User Survey for Fox Island Bridge
This report is in response to an amendment I sponsored in last year’s budget to speed up preliminary work on Fox Island Bridge Repair/Replacement.
The Public Works Department is requested to report on the findings of the marine user survey being conducted as part of its design effort for the Fox Island Bridge and to provide information regarding the associated Coast Guard process for determining ‘reasonable needs of navigation’ related to the bridge. The report should be provided to the Economic and Infrastructure Development Committee by March 30, 2017.
Basically we need to know if the Coast Guard will let us reduce the height of the bridge replacement. In marine environments they have rules to ensure large boats can pass underneath. However, given that we’re talking about an island that can easily be sailed around, I’d like to not spend the extra money.

“I don’t actually know what this is about, but it sounds interesting. One thing I’ve wanted to look into is 360 evaluations. I’ve found them useful, especially for senior staff, in past organizations.”

This is the ordinance adopting the Executive’s department reorganization. Basically it combines Planning and Land Services with Public Works, puts IT under Finance, and renames Community Connections to the more appropriate, Human Services Department.

Behavioral Health Coordinator Position Review job description and announcement — Bill Vetter
This is of the recommendations from the HSRI behavioral health report that we hoped to go forward with regardless of passage of the .1% bill. Pierce County’s system is badly fractured and siloed. This position would help maximize efficiency with the limited resources we already have. It would also staff the committee of providers that we hope to appoint soon.
Executive Dammeier’s Supplemental Budget Proposal
Review of Behavioral Health Initiatives — Carol Mitchell/Brian Hardtke
The committee will review the Executives proposal contained in the proposed supplemental budget.
Community Opioid Summit
Councilmember Ladenburg and I are planning to pull together a countywide summit to kickoff a more aggressive, coordinated response to the Opioid Epidemic.
My Weekly Calendar
Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
