Pre-Trial Services
Andrea Kelley, Pre-Trial Services Program Manager, Clerk’s Office
Two years ago we embarked on an effort to reduce the number of people incarcerated while awaiting trial. Currently, the bail system uses financial incentives to ensure appearance at trial, which results in huge disparities in the delivery of justice. Using alternatives to incarceration like GPS monitoring and regular check-ins with probation staff seems to work as well while potentially reducing the risk of losing employment, housing, and other social stabilizers.
Pierce County was recently selected for a grant to support the work on our next steps. The most difficult task will be moving from a risk assessment methodology to a public safety assessment that keeps flight and safety risks locked up while moving others out to wait for trial.

Design and engineering for the intersection at 144th and 62nd (by Purdy Elementary/Peninsula High School) is complete and we’re ready to start construction later this year. The trouble is, we need a little extra room on the north side of 144th and that requires some additional right-of-way.
While staff believes that negotiations with the property owners are going well, we’re on an extremely tight schedule due to the needs of the schools. In order to ensure we’re ready to go on time, we need to grant staff condemnation authority.
My Weekly Calendar
A couple of years ago we got a request for my forward-looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. Now I’m adding a link to the calendar as well. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
