Presentation: Remann Hall/Violent Felons in Adult/Juvenile facilities

New federal law prohibits juvenile offenders from being housed with adults, even in segregation. This is true even for the most violent offenders who are being tried as adults. This has created a logistical problem since they’re also not the sort of offender that we want housed with juveniles at Remann Hall. In addition, Remann Hall is now mostly empty due to a change in philosophy on dealing with juvenile offenders. The facility is also in extremely poor condition and expensive to operate. Staff has been preparing some proposals.

Last year we funded a new Court Commissioner position specifically focused on domestic violence cases. I have no seen the presentation but assume it’s update on how that’s going.
Presentation: Family Support Centers — Youth Violence Prevention Fund 25% Set-Aside
Presenters: Tom Swanson, Council Staff ; and Sebrena Chambers, Health Department
Each year the County gets Youth Violence Prevention funding from the federal government. In response to cuts to funding for Family Support Centers (including the Key Peninsula Family Support Center run by Children’s Home Society), the Council decided to dedicate 25% of those dollars to the Tacoma Pierce County Health Department to continue support for those centers.

Proposal №2017–30, Annual Road Program, Six-Year Road Program and the Fourteen-Year Ferry Program An Ordinance of the Pierce County Council Amending the 2017–2022 Transportation Improvement Program and 2017–2030 Fourteen-Year Ferry Program (Plan) Previously Adopted Pursuant to Ordinance №2016–62s, and Passed on November 15, 2016, in Accordance With Revised Code of Washington Sections 36.81.121, 36.81.122, 36.81.130, and 36.54.015, and Washington Administrative Code 136, Chapters 15 and 16; Finding that Each Project Contained in the Plan is a Public Necessity; and Adopting Findings of Fact.

State law requires the County to annually prepare and adopt a Six-Year Transportation Program, an Annual Road Program, and a Fourteen-Year Ferry Program. A list of the projects can be found here.

Proposal №2017–24s, Modification of 2030 Growth Targets for Select Cities and Towns An Ordinance of the Pierce County Council Modifying the Adopted Growth Management Act Population, Housing Unit, and Employment Targets for Select Cities and Towns for the Year 2030; and Adopting Findings of Fact.

The Growth Management Act requires the County to plan for growth based on the population projection the State’s Office of Financial Management. That number is then distributed to our constituents cities, unincorporated urban and rural areas.
That’s not a number that must be achieved. We’re not a command economy so the market will go where there’s demand, but it does tell us what to plan for. Combined with our buildable lands analysis, the population allocation allows us to determine density needs and then plan for infrastructure and services to serve the needs of those communities.
This ordinance has some minor changes to correct errors that were made in the original process.
My Weekly Calendar
Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
