Proposal №2017–28, Low Impact Development An Ordinance of the Pierce County Council Adopting Amendments to the Pierce County Code Related to Low Impact Development (LID); Amending Title 11 of the Pierce County Code (PCC), “Storm Drainage and Surface Water Management”; “Manual on Accommodating Utilities in Pierce County Rights of Way,” 5th Edition; Title 17A PCC, “Construction and Infrastructure Regulations — Site Development and Stormwater Drainage”; Title 17B PCC, “Construction and Infrastructure Regulations — Road and Bridge Design and Construction Standards”; Title 17C PCC, “Construction and Infrastructure Regulations — Building and Fire Codes”; Title 18 PCC, “Development Regulations — General Provisions”; Title 18A PCC, “Development Regulations — Zoning”; and Title 18J PCC, “Development Regulations — Design Standards and Guidelines”, to Comply with the Requirements in Pierce County’s Phase I Municipal Stormwater NPDES Permit; Adopting Findings of Fact; and Setting an Effective Date.

Sponsored by: Councilmembers Derek Young and Connie Ladenburg

The Clean Water Act prohibits anybody from discharging “pollutants” through a “point source” into a “water of the United States” unless they have an National Pollutant Discharge Elimination System (NPDES) permit. The permit will contain limits on what you can discharge, monitoring and reporting requirements, and other provisions to ensure that the discharge does not hurt water quality or people’s health.

The EPA has delegated authority and responsibility to Washington’s Department of Ecology which then permits the County (and other local governments) to discharge stormwater into the State’s ground and surface waters. Puget Sound has a number of problems, but pollutants from stormwater is the most serious.

In an effort to reduce pollution from stormwater the State required a number of new protections that we adopted in the County’s Stormwater Manual in late 2015. Some of them are known as Low Impact Development techniques (LID) which is designed to reduce the amount of stormwater generated by creating less impervious surfaces and using more nature-like stormwater facilities.

Here’s an explanation from Seattle Times:

While those standards have already been adopted, we also need to update our development regulations to ensure that LID is the preferred method of controlling stormwater.

Proposal №2017–24, Modification of 2030 Growth Targets for Select Cities and Towns An Ordinance of the Pierce County Council Modifying the Adopted Growth Management Act Population, Housing Unit, and Employment Targets for Select Cities and Towns for the Year 2030; and Adopting Findings of Fact.

Sponsored by: Councilmembers Connie Ladenburg, Rick Talbert, and Derek Young

Holdover from last committee meeting as we were missing members and unable to get it out of committee.

The Growth Management Act requires the County to plan for growth based on the population projection the State’s Office of Financial Management. That number is then distributed to our constituents cities, unincorporated urban and rural areas.

That’s not a number that must be achieved. We’re not a command economy so the market will go where there’s demand, but it does tell us what to plan for. Combined with our buildable lands analysis, the population allocation allows us to determine density needs and then plan for infrastructure and services to serve the needs of those communities.

This ordinance has some minor changes to correct errors that were made in the original process.

Proposal №2017–13s, Budget Supplemental An Ordinance of the Pierce County Council Amending Ordinance №2016–65s2 as Amended by Ordinance №2016–93; Modifying the 2017 Pierce County Budget; and Amending the Pierce County Capital Facilities Plan Adopted Pursuant to Ordinance №2016–67s. Pierce County Council Agenda, date xx, 2006 Pierce County Council Agenda, June 20, 2017

Sponsored by: Councilmembers Douglas G. Richardson and Derek Young

You may recall that a supplamental budget proposal by the Executive was dramatically scaled back in committee a couple months ago. Here’s the TNT report.

There’s been a lot of work since then and I think we have consensus on a path forward when the final vote is held this Tuesday.

There will be one omnibus amendment investing in behavioral health services, permitting, and increases nuisance abatement. I’ve worked closely with the Chair and Executive’s office on this and think we’ve got a proposal that the Council should be able to support. Unfortunately it’s not online yet but I’ll update in the morning when I see where it’s at.

Among the other amendments, Councilmember McCune, Roach, and I are sponsoring a proposal to add another 3 deputies, one in each of the rural detachments where coverage has been hardest hit by the the Great Recession cuts.

Performance Audit Report Briefing: Corrections Bureau Staffing Analysis, Presenter: Bill Vetter, Performance Audit Staff

We don’t know how long the budget discussion goes, but even if it ends early, we will reconvene at 5pm for this presentation.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
