The Clean Water Act prohibits anybody from discharging “pollutants” through a “point source” into a “water of the United States” unless they have an National Pollutant Discharge Elimination System (NPDES) permit. The permit will contain limits on what you can discharge, monitoring and reporting requirements, and other provisions to ensure that the discharge does not hurt water quality or people’s health.
The EPA has delegated authority and responsibility to Washington’s Department of Ecology which then permits the County (and other local governments) to discharge stormwater into the State’s ground and surface waters. Puget Sound has a number of problems, but pollutants from stormwater is the most serious.
In an effort to reduce pollution from stormwater the State required a number of new protections that we adopted in the County’s Stormwater Manual in late 2015. Some of them are known as Low Impact Development techniques (LID) which is designed to reduce the amount of stormwater generated by creating less impervious surfaces and using more nature-like stormwater facilities.

While those standards have already been adopted, we also need to update our development regulations to ensure that LID is the preferred method of controlling stormwater.

Holdover from last committee meeting as we were missing members and unable to get it out of committee.
The Growth Management Act requires the County to plan for growth based on the population projection the State’s Office of Financial Management. That number is then distributed to our constituents cities, unincorporated urban and rural areas.
That’s not a number that must be achieved. We’re not a command economy so the market will go where there’s demand, but it does tell us what to plan for. Combined with our buildable lands analysis, the population allocation allows us to determine density needs and then plan for infrastructure and services to serve the needs of those communities.
This ordinance has some minor changes to correct errors that were made in the original process.

You may recall that a supplamental budget proposal by the Executive was dramatically scaled back in committee a couple months ago. Here’s the TNT report.
There’s been a lot of work since then and I think we have consensus on a path forward when the final vote is held this Tuesday.
There will be one omnibus amendment investing in behavioral health services, permitting, and increases nuisance abatement. I’ve worked closely with the Chair and Executive’s office on this and think we’ve got a proposal that the Council should be able to support. Unfortunately it’s not online yet but I’ll update in the morning when I see where it’s at.
Among the other amendments, Councilmember McCune, Roach, and I are sponsoring a proposal to add another 3 deputies, one in each of the rural detachments where coverage has been hardest hit by the the Great Recession cuts.

We don’t know how long the budget discussion goes, but even if it ends early, we will reconvene at 5pm for this presentation.
My Weekly Calendar
Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
