Proposal №2017–14s, Fireworks — Emergency Conditions Reporting An Ordinance of the Pierce County Council Amending Section 17C.60.230 of the Pierce County Code, “Fireworks,” to Add a New Sub-Section to Direct Actions of the Pierce County Fire Marshal. (Continued from the April 10, 24, and May 8, 2017 meetings of the Public Safety, Human Services, and Budget Committee)

Although it’s hard to imagine at the moment with the last few months of sog, a couple years ago we had extreme drought conditions that created an especially high fire danger. I had joined the Council that year and was surprised to find that the County had not given authority to the Fire Marshall, granted in state law, to declare an emergency when conditions when even “safe and sane” fireworks are dangerous. Pierce County was dealing with significant fires in rural areas already, and the prospect of “urban interaction” wildfires was growing.

This ordinance, as now amended in response to committee feedback, directs the Fire Marshall to return to the Council with when certain objective criteria are achieve determining that conditions are sufficient for extreme fire risk. The Council may then, under its existing emergency ordinance authority, enact a temporary ban.

The main difference in the proposal is that it leaves the final authority with the Council rather than the executive branch. I expect a vote today.

Presentation: Community Workforce Agreement Presenters: Derek Patches and Chris McClain, Ironworkers Local 86

I was visited recently by Ironworkers not long ago on this subject and I believe the chair of the committee has asked for a followup though no ordinance has been introduced yet.

Looks like we’ll be discussing the proposed amendments to the Supplemental Budget that will be in front of the Council the following Tuesday, June 20th. Later this afternoon they should be public and I’ll post them as soon as I can.

Proposal №2017–23, 2017 Comprehensive Plan Amendments An Ordinance of the Pierce County Council Adopting the 2017 Amendments to the Pierce County Comprehensive Plan Policies and Land Use Designations; “Gig Harbor Community Plan” Policies; Adopting Findings of Fact; and Setting an Effective Date.

You may recall that Executive Dammeier vetoed the comprehensive plan adopted a couple months ago. This is the bill to replace it.

The Council failed to come to consensus on fixing the Agricultural Resource Land issue, but did remove 2 of the 942 properties improperly classified as ARL from the zone. By leaving everything exactly the same, errors and all, the theory is that it makes appeal more difficult. Essentially it’s a legal strategy.

While I think this is the wrong way to go, the votes simply aren’t there to pass my amendment largely adopting the Fresh Look report.

Since there are other important elements of this comprehensive plan, and seeing no other path to four votes and signature by the Executive, I’ll be supporting this bill.

I’ll have more on this later tonight explaining my position.

Presentation — Co-Responder Program Presenter: Kym Craven, Director Public Safety Strategies Group

Co-responders are behavioral health providers who are specially trained to respond to calls with law enforcement. It’s fairly common in cities. Currently Tacoma has a program paid for by its .1% sales tax for behavioral health.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
