State law requires full integration of Pierce County’s Behavioral and Physical Health Medicaid systems into one Managed Care Organization (MCO). The question for the County is whether to adopt integration early, and negotiate our own terms, or accept the state’s proscribed system. I have urged the former and want to make sure the County negotiates some oversight authority.

Presentation on Opiate Epidemic Presenter: Dr. Anthony L-T Chen, MD, MPH, Director of Health, Tacoma-Pierce County Health Department

I’ve seen this presentation a couple of times. It’s an attention getter and speaks to the scale of the problem. That’s why I’m co-chairing a countywide opioid task force to develop a unified strategy to tackling the problem.

Proposal №2017–29, Chronic Nuisance Properties An Ordinance of the Pierce County Council Adopting a New Chapter 8.09 of the Pierce County Code “Chronic Nuisance Properties”; Creating an Enforcement Protocol for Chronic Nuisance Properties; Establishing Procedures for the Abatement of Chronic Nuisance Properties; Creating Joint and Several Liability for Multiple Persons in Charge of a Nuisance Property; Clarifying Due Process Procedures Applicable to Abatement of Chronic Nuisance Properties; Requiring Persons in Charge of Chronic Nuisance Properties to Enter into Abatement Agreements Approved by the County to Abate Chronic Nuisances within 15 Days of the Issuance of the Chronic Nuisance Notice; Establishing a Graduated Penalty System Whereby a Person is Warned First, Cited with a Class 1 Civil Infraction Second, and Abated through a Superior Court Warrant Third; Incorporates the Victim Protection Limitation under RCW 59.18.580; Adds the Option of the County to Pursue Receivership as a Way to Facilitate Returning Chronic Nuisance Properties to Productive Use; and Adding the Option of Relocation Assistance.

Another tool to combat chronic nuisance properties. We think this process should encourage greater compliance and speed up abatement. It also makes clear that frequent reports of criminal activity are actionable for the property owner.

Proposal №2017–14s2, Fireworks — Emergency Conditions Reporting An Ordinance of the Pierce County Council Amending Section 17C.60.230 of the Pierce County Code, “Fireworks,” to Add a New Subsection to Direct Actions of the Pierce County Fire Marshal.

The bill started out granting authority to the Fire Marshall to enact temporary fireworks bans in certain extreme fire conditions. The bill was in response to the drought and fires we had in 2015. In response to concerns from councilmembers, the bill has been amended to require the Fire Marshall to report those conditions to the Council which already possesses such emergency authority.

Proposal №2017–38, Charter Amendment — Term Limit for Councilmembers An Ordinance of the Pierce County Council Proposing Amendments to Section 4.90 of the Pierce County Charter to Set the Limit on Terms for County Councilmembers to Three Consecutive 4 Year Terms; Requesting the Auditor to Submit these Amendments to the Voters at the November 2017 General Election; and Requesting the Prosecuting Attorney to Draft an Appropriate Ballot Title.

Proposed Request for Proposals: Evaluation of Broadband Connectivity and Access in Pierce County

In this year’s budget I sponsored an amendment to fund an independent, countywide analysis of policies, regulations, assets, incentives, and needs to ensure our residents and businesses have access to the highest quality broadband internet.

Similar to water, sewer, roads, and electricity, high speed broadband has become a vital piece of our economic development and infrastructure. Pierce County is falling badly behind in necessary broadband infrastructure and we know we’re losing business as a result. The strategies and needs for urban and rural areas will look different, but we must start identifying those needs to make progress.

Once this analysis is complete, I’ll introduce of series of proposals based on its recommendations.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
