Council Schedule Highlights Week of January 9th

We’ll have the usual study session material like scheduling and admin items, but I also expect a discussion on Council Leadership appointments. The Chair, Vice-Chair, and Executive Pro Tem make up our Rules Committee. I don’t expect a change in Chair (by tradition the assignment lasts two years and Councilmember Richardson is doing well), but there will be at least one change with the departure of Councilmember MacDonald.

Discussion: 2017 Work Program Refresher
This district was created prior to my time on the Council, and I can’t quite figure out what its purpose is other than passing a tax that I won’t support. I’m told there are other purposes, so hopefully we’ll hear something at this meeting.
Discussion: Notice Process Standards for Executive Committee and Board of Governors Meetings
This is part of an ongoing effort of mine to align these separate districts (like the TBD and the Flood Control Zone District), created and operated by the Council, with the Charter and state law’s open government standards. A frustration of mine is that we’re frequently asked to take action on matters that have almost no public notice or ability to comment.

Council meetings are audio recorded and cablecast from gavel to gavel. Meetings are broadcast live and replayed beginning the next day on channel 22 (Comcast and Click! Proposed Ordinance 2016–72s, an Ordinance of the Pierce County Council Amending Section 11.02.050 of the Pierce County Code, “Method of Calculating Service Charges”; Modifying Criteria for the Surface Water Management Service Charge Credit Program; Modifying the Maximum Allowed Surface Water Management Service Charge Credit; and Setting an Effective Date.

The County established a credit program for Surface Water Management (SWM) fees several years ago for projects that built their own facilities stormwater facilities. Originally the proposal was to eliminate the credit program. Now the proposal keeps the credit and phases it out after 10 years. The main reason for eliminating the credit program is that the SWM charges are to pay for the cost of the system, not individual properties.
The amendment appears to have the approval of the property owners who originally raised concerns.
Leadership Election
Though there will be a discussion in study session, this is where we’ll formally make the appointment of new leadership.
