Proposal №2017–89, Development Regulations — Amendments An Ordinance of the Pierce County Council Adopting Amendments to the Pierce County Codes, Title 18, “Development Regulations — General Provisions”, Title 18A — “Development Regulations — Zoning”, Title 18B — “Development Regulations — Signs”, Title 18F — “Development Regulations — Land Divisions and Boundary Changes”, Title 18H — “Development Regulations — Forest Practices”, and Title 18J — “Development Regulations — Design Standards and Guidelines”; Adopting Findings of Fact, and Setting an Effective Date.

This is the “red tape reduction” proposal from the Executive. Last year we had a public meeting on the proposal but the bill wasn’t quite ready yet. In response to some of the testimony we received I’m proposing a couple amendments.

1. Eliminating the change to side yard setbacks. We’ve received feedback from our firefighter friends that we’d need to look at different materials to have homes set that close together safely. It also runs counter to my desire to begin reducing density in the furthest reaches of the urban growth area (along with corresponding increases where there’s good infrastructure and transit). I believe Councilmember McCune is thinking the same thing so one or both of us will offer an amendment.
2. I’m frustrated by the lengthy time it’s taken us to work on a tree retention bill. We need something that addresses urban and rural issues. In the meantime, the most pressing issue we have is related to windthrow after development activity in the urban area. The amendment would require an arborist to assess the impacts and develop a protection plan.

6:00pm Key Peninsula Crime Town Hall hosted by Safe Streets

I’ll be speaking with Lt. Rusty Wilder of the Pierce County Sheriff’s Department — Peninsula Detachment. I also expect the County Prosecutor Mark Lindquist to join us. The purpose of the Town Hall is to address challenges, issues and concerns around reducing crime in our community through perseverance, patience, and partnership with a goal of creating strategies for problem solving.

Proposal No. R2018–8, Expenditure of Funds for the Internet Performance Measure and Benchmarking System A Resolution of the Pierce County Council Authorizing the Expenditure of Funds for the Internet Performance Measure and Benchmarking System.

This is something we had budgeted this year. The resolution authorizes the Executive to actually go out and buy the system. It’s an open data project that will increase transparency of Pierce County government and help keep tabs on its performance. For example, you can already get a copy of our budget, but this will allow us to work with the information and build visualizations to help the public understand the impact.

9:00am Countywide Opioid Summit

Last year I convened a task force of folks from law enforcement, emergency medical services, treatment providers, health care, judges, prosecutors, defense counsel, and local electeds. For the last few months we’ve met to develop an action agenda that will be presented to local leaders from across the county for their feedback and buy-in.

The plan focuses on:

• Prevention and education
• Treatment
• Law enforcement

Last year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
