Sea Mar’s Opioid Related Efforts
Presenter: Charles Watras, LICSW, Sea Mar Community Health Center
Sea Mar is a community health organization that began in Seattle and now operates in 13 Washington counties. It’s mission is to to serve low-income, underserved, and uninsured communities, specializing in services to the Latino population.
Mr. Watras will be presenting on their work to combat the opioid epidemic and prevent new occurrences of opioid use disorder.

Proposal №2018–92, Firearms Discharge Restriction

Currently you’re not allowed to fire guns in cities or Sheriff Restriction Zones which tend to be in places where population density makes it impossible to safely do so. Additionally, you may not fire in the direction of a school for a distance of 1000 feet.
The bill would increase that prohibition to 2000 feet.
Proposal №2018–95, Administrative Shoreline Review — Land Use Advisory Commissions

The recently approved Shoreline Management Program update gives administrative approval to certain shoreline permits. This removes the Hearing Examiner from the process and grants Planning & Public Works staff approval authority.
Unfortunately, this had the effect of removing the local Land Use Advisory Commissions ability to make recommendation. I think they provide local knowledge and an opportunity for the public to weigh in, adding credibility to the staff’s decision.
This bill would restore that role giving advise to PPW staff rather than the Hearing Examiner.
Proposal №2018–96, Development Moratoria Piers and Docks Gig Harbor Peninsula

Until recently, the Gig Harbor Community Plan has said that docks and piers should generally be prohibited adjacent to conservancy shoreline designated environments. Staff determined that this was a regulation rather than a policy and conflicted with our shoreline plan which was the controlling legal authority. As a result, it was removed.
This bill would direct staff to develop a Shoreline Management Program amendment and declare a moratorium on the construction of docks and piers in those zones to prevent a rush to the permit counter to vest under current rules.
Proposal No. R2018–153, Interlocal Agreement — Distribution of 2nd REET Funds

Since communities on the west side of Puget Sound have created our own metropolitan park districts, Pierce County no longer provides park services to our area. That’s why I’ve been sponsoring budget amendments to direct a portion of the Parks REET dollars the county collects in our community, back to those districts.
This agreement allows for the transfer of those dollars. For 2018, the two districts split $150k. This year it’s up to $200k.

Last year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
