Proposal №2018–56, Supplemental Budget/CFP Amendment An Ordinance of the Pierce County Council Amending Ordinance №2017–73s3, as Amended by Ordinance №2018–11s; Modifying the 2018 Pierce County Budget; and Amending the Pierce County Capital Facilities Plan Adopted Pursuant to Ordinance №2017–64s, as Codified in Chapter 19E.20 of the Pierce County Code.

This is the Capital Facilities Plan update and Budget amendment to accommodate the new Crisis Stability Center (Diversion Center). The Council had a briefing on it two weeks ago in study session.
Right now people suffering from behavioral health crises in Pierce County often end up in jail or the ER where they don’t get the help they need and costs to the system are much higher. This facility would provide an alternative to divert them into care and away from incarceration or hospital boarding. There’s currently one similar facility in Fife. It’s anticipated that the same company will operate this one.
In addition to the capital funds, the County will be contributing property to the project.

Safe Streets Presentation

Most of the funding for Pierce County’s Safe Streets program (including the organizer on Key Peninsula) is funded in the County’s budget. This is part of their regular reports on the work the organization does to benefit public safety.

Agricultural Resources Lands are back. You may recall the amendment I had offered to correct problems with our current code and land use map to ensure we protect Pierce County farmland as required by state law. That amendment failed and our comprehensive plan was challenged to the Hearings Board as a result.
This ordinance is the result of a proposed settlement agreement and is basically what I had proposed previously. As you can probably tell from the sponsor list, there is now broad bipartisan support for my amendment.
Proposal No. R2018–99s, Task Force Relating to Termination of Civil Patient Placements at Western State Hospital A Resolution of the Pierce County Council Establishing a Legislative Task Force to Develop a Financial Plan and Assess the Community Impact of the Closure of Civil Commitment Beds at Western State Hospital.

The bill creates a task force to assess the community impact of the closure of civil commitment beds at Western State Hospital. Essentially the idea is to create a number of smaller, more manageable hospitals around the state.
This change of policy comes as the hospital was recently de-certified by Center for Medicare and Medicaid Services, resulting in millions in lost federal funding.
The legislative task force would include the Council, Executive Office, Superior Court, mental health providers within Pierce County, the Pierce County Accountable Community of Health, and the National Alliance on Mental Illness.

Last year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
