Discussion between Council and Pierce County Federal Lobbyist Dale Learn

And opportunity for the Council to discuss issues of importance to the County taking place in D.C. One issue I’m hoping to move into our top priorities is reauthorization of the Federal Flood Insurance Program. A number of proposals would result in dramatically higher costs to Pierce County residents participating in the program. So far a bipartisan group seems to have successfully blocked those efforts and is moving to a “clean” reauthorization maintaining the status quo.

Proposal №2017–29, Chronic Nuisance Properties An Ordinance of the Pierce County Council Adopting a New Chapter 8.09 of the Pierce County Code “Chronic Nuisance Properties”; Creating an Enforcement Protocol for Chronic Nuisance Properties; Establishing Procedures for the Abatement Chronic Nuisance Properties; Creating Joint and Several Liability for Multiple Persons in Charge of a Nuisance Property; Clarifying Due Process Procedures Applicable to Abatement of Chronic Nuisance Properties; Requiring Persons in Charge of Chronic Nuisance Properties to Enter into Abatement Agreements Approved by the County to Abate Chronic Nuisances within 15 Days of the Issuance of the Chronic Nuisance Notice; Establishing a Graduated Penalty System Whereby a Person is Warned First, Cited with a Class 1 Civil Infraction Second, and Abated through a Superior Court Warrant Third; Incorporates the Victim Protection Limitation under RCW 59.18.580; Adds the Option of the County to Pursue Receivership as a Way to Facilitate Returning Chronic Nuisance Properties to Productive Use; and Adding the Option of Relocation Assistance. Another tool to combat chronic nuisance properties. We think this process should encourage greater compliance and speed up abatement. It also makes clear that frequent reports of criminal activity are actionable for the property owner.

The issue has been continued a couple times to get additional information for committee members.

Proposal No. R2017–91, Proclamation — Joint Base Lewis-McChord 100th Anniversary A Resolution of the Pierce County Council and Executive Recognizing and Celebrating the 100th Anniversary of Joint Base Lewis-McChord. For final consideration

The 100th birthday of JBLM, at the time known as Camp Lewis. We want to recognize the long relationship our county has with the installation going back to the bond passed by voters to acquire and donate the property. JBLM has been a critical part of our nation’s defense and our local community ever since.

Proposal №2017–43s, 2017 Comprehensive Plan — Implementing Regulations An Ordinance of the Pierce County Council Adopting Amendments to Title 18A of the Pierce County Code, “Development Regulations — Zoning,” and the Pierce County Zoning Atlas to Implement the 2017 Amendments to the Pierce County Comprehensive Plan; Adopting Findings of Fact; and Setting an Effective Date.

While the Comprehensive Plan establishes policy, we must create regulations that implement those policies. That’s what this ordinance does.

Proposal №2017–42, Chambers Creek Regional Park Master Site Plan Update, 2017 An Ordinance of the Pierce County Council Repealing Ordinance №2006–139, “Chambers Creek Properties Master Site Plan Update, 2007,” and Adopting the “Chambers Creek Regional Park Master Site Plan Update, 2017”; Initiating Any Amendment Actions to County Plans and Codes and Proposing Any Amendment Actions to the Cities’ Plans and Codes, Which May Be Necessary to Enable Implementation of the Master Site Plan; and Commending the Members of the Resource Team and Management Team for Their Dedication in Developing the Master Site Plan Update.

The master plan update was heard in committee last week and has already been approved by the city councils in University Place and Lakewood. Although the bulk of the update is positive I have a concern about locating long term housing on the golf course. I’m meeting with staff Monday morning to discuss before supporting the bill.

Proposal No. R2017–74, Confirmation — Parks and Recreation Services Director A Resolution of the Pierce County Council Confirming the Appointment of Roxanne E. Miles as the Director of the Parks and Recreation Services Department.

Confirmation of the new Parks Director. Ms. Miles is already working in the Public Works department but previously spent many years at Tacoma Metro Parks. She has project and programmatic experience that will come in handy running a lean department.

Housing has become an increasingly important issue with affordability rates skyrocketing. Making sure we’re in tune with the national association’s housing agenda makes a lot of sense for Pierce County.

Discussion — Human Services Research Institute Study Review

The HSRI study was on Pierce County’s behavioral health system. I suspect this is an update on implementation of its recommendations.

My Weekly Calendar

Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
