11:00 am Monday Study Session

Puget Sound Regional Council Vision 2050 Draft Supplemental Environmental Impact Statement (DSEIS) Response

This discussion is regarding the update to our regional land use plan that I’ve been working on at the Growth Management Policy Board. We’re expecting 1.8 million new neighbors by 2050 and need to figure out how to do that while protecting habitat, working lands, and Puget Sound. To ensure everyone benefits from the economy and cut down on greenhouse gas emissions we need better jobs/housing throughout the region.

This discussion is to develop a County response to the DSEIS. I’m also working on my own comments. This is my last chance to influence the direction of our region’s land use so I want to make sure I get it right.

Offender Releases in Pierce County
Presenter: Daniel Davis, Criminal Investigator, Prosecutor’s Office

Pierce County has long suffered from a disproportionate number of releases from the state’s correctional facilities, psychiatric hospitals, and the Special Commitment Center for sex offenders. While we don’t have the ability to simply refuse to allow it, our legislative delegation, Prosecutor’s Office, and the Council have worked to turn this trend around.

Corrections Overview
Presenter: Patti Jackson, Bureau Chief, Sheriff’s Department

This is the jail’s normal annual presentation to the committee but I would anticipate a slightly different discussion than usual as Councilmember Roach continues to push for opening the jail to housing for those experiencing homelessness.

Proposal №2019–16, Prevention Services — Allocation of Tax Revenues
Sponsored by: Councilmember Jim McCune

I’ll let our Human Services Department describe the program:

Pierce County’s Youth VP Program is dedicated to the long-term prevention, elimination, and reduction of violent behavior(s), by or among children and youth residing in unincorporated Pierce County. Funded VP programs may include services directed at individual skill development, community involvement and leadership, parenting and peer influence, and other strategies. Programs may include family and family needs if the program activities include reducing or eliminating violent behavior(s) for both the individual and family members. The programs goals and objectives MUST in some direct and demonstrable manner, result in the elimination or reduction of violence and violent behaviors.

Currently, 57.5% of the fund is distributed through an application based merit system while 7.5% is appropriated by members of the Council directly. This bill would change those allocations to 55% and 10% respectively.

For the first time in a very long while, the committees responsible for human services in Pierce County and Tacoma will hold a joint meeting. Councilmember Ladenburg’s idea is to foster more coordination and learning from each other.

As you can see from the topics below, the meeting will be heavy on housing and behavioral health including a look at what Tacoma does with its behavioral tax (we haven’t passed it yet for the rest of the County).

Affordable Housing Action Strategy
Presenter: Daniel Murillo, Housing Division Manager, City of Tacoma,

Affordable Housing Revenue Study
Presenter: Jason Escareno, Senior Legislative Analyst, Pierce County Council

Mayoral Forum on Affordable Housing
Presenter: Daniel Murillo, Housing Division Manager, City of Tacoma,

Housing Support and the Chemical Dependency and Mental Health Tax
Presenter: Linda Stewart, Neighborhood and Community Services Director, City of Tacoma

My Weekly Calendar

A couple of years ago we got a request for my forward-looking calendar. Rather than have staff waste their time on public record requests, I decided to publish screenshots. Now I’m adding a link to the calendar as well. If you have questions, feel free to call. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
