No business to conduct at this CDC meeting, but I did want to use the time to have an update on regional issues the Council needs to be aware of.
Regional Centers Framework Discussion — Joint Council/Executive Letter Provided to the Growth Management Policy Board Presenter: Dan Cardwell — Planning and Public Works Department
The main thing to know about regional growth and transportation planning is that it’s largely about where to invest scarce federal transportation dollars. We’ve decided to focus them on regional centers which means the possibility of losing that designation also makes it harder to compete for grants.
That’s what is at stake.

You may recall that our Comp Plan received a conditional approval rather than a full approval. This update is on our progress towards meeting those conditions.

Actions Items 1. Resolution №2017–3, A Resolution of the Pierce County Transportation Benefit District, Relating to Notice of Board and Executive Committee Meetings, and Adding a New Section to the District Operating Rules.
Since this is another of these “lets pretend we’re not the County Council” districts that can occasionally get around open government rules, I’m introducing this resolution to ensure we operate as closely to the Council’s rules of procedure and the Charter.

Proposal №2017–6s, 2017 Comprehensive Plan Amendments An Ordinance of the Pierce County Council Adopting the 2017 Amendments to the Pierce County Comprehensive Plan Policies and Land Use Designations; “Gig Harbor Community Plan” Policies; and “Key Peninsula Community Plan” Policies; Adopting Findings of Fact; and Setting Forth an Effective Date.

There are several minor issues on the agenda but this will be the main event. Although this Comprehensive Plan cycle has several other amendments, the main issue is Agricultural Resource Land.
One thing that may be confusing, the bill came out of committee substituted to keep the status quo. In other words, the recommendation to Council on ARL is “no action.”

This is the third Committee of the Whole on the supplemental budget. This one will focus on the non-behavioral health sections. We’ll also look more deeply at the revenue projections. I’ve asked for updates to the new revenue ex-new spending projections on ending fund balance.
I’m also asking staff to present what I call the “darker timeline” projection. Since we’re likely at the end of the business cycle, what does it look like if we tip into a recession, or have more historically normal inflation.

11:30am Human Services Ad Hoc Committee
After an extensive public process in 2016, involving the Pierce County Behavioral Health System Study conducted by Human Services Research Institute (HSRI), the Council created the Ad Hoc Human Services Committee to dedicated significant time and effort into determining the feasibility of some or all of the HRSI Study recommendations, within current available County resources.
Discussion of Counties Roles in Integration 2020
Washington’s transformation of Medicaid services integrates mental health, substance abuse, and physical health into one system. We’ve integrated the first two into Behavioral Health Organizations. The next step is full integration by 2020.
My Weekly Calendar
Earlier this year we got a request for my forward looking calendar. Rather than have staff waste their time on public record requests, I’m just going to start publishing screen shots. Keep in mind, my schedule isn’t static. Things will get added, deleted, changed, etc. There are conflicts that I have to pick between. But if people want to see where I’m at and who I meet with, that’s fine by me.
